It doesn't quite look like he hit the head.... I think it's legal but he lead with his head

He sort of blindsided him... and seemed to hit him unnecessarily hard, and he lead with his helmet.. Sooo by the new standards it probably is.. I kind of think it is cause its pretty easy to injure a guy like that. Could have blocked him but didn't have to kill him!

Looks to me like he lead with his shoulder and his head just happens to be on top of his shoulders. Didn't hit him in the head. I say legal and just a good clean block. He can't help it if the guy wasn't looking. No harm, no foul if you ask me. Did the guy get hurt?
And if you watch the guy with the ball was running right past them. Good block.
Looks like he hit him in the chest. Where are you suppose to hit him?

The chest with the palms of his hands, like a sumo wrestler. And it looked to me like he hit him in the chin with the dome of his helmet.

I can't see anything wrong with it. The Cowboys player isn't defenceless. The block is from the front. The only questions would be whether it was late or was it on a special teams play. I haven't seen this game so I can't tell the context from that clip. Hypothetically that block would be illegal if it were on a punting team gunner by a returning team player who was moving towards his own goal-line. Lee is not a gunner and Tate is not a return team blocker though. I'd be surprised if there was any comeback from this.
