I'm the LM in our league and we have this owner who the last two weeks had either inactive's starting or no player in a slot.
Two weeks ago: He had a player who was listed OUT all week in his starting lineup and had one game time inactive starting. I emailed him after the game and he told me that he was on a golf trip all week and was unable to get on the site. I can accept that, I think
Last week: He had no kicker and one game time inactive starting. I emailed him again. He told me that he dropped one kicker and added another (I verified this), He thought the new kicker would be placed in the starting lineup. He had no idea that adds go to the bench. And he had no idea about the game time inactive. I guess I can see about not knowing about added players being out on the bench, but another inactive starting. Yeah, I know if you're busy Sunday morning these can be missed.
This week: He knows of my concerns and I have had other league owners email me wondering what's going on with this owner. It's Sunday morning and he still has no kicker starting and he still has Greg Jennings (OUT) starting, even though it says he logged on Thursday.
What should I do with this guy? I have a replacement owner in line if needed. Maybe he is busy and lacking on how this works, even though it's his second year doing this. DO I replace him? If yes, do I do this morning so the new owner can have time to make moves for today. DO I wait and see if he makes the necessary lineup changes today?
What would you do?

Ask him if he really wants to play. If he doesn't replace him, if he does keep him. He might be going through a rough patch in his life and just doesn't want to tell strangers about it. There's no need to antagonize him over it.

Maybe suggest he has a co owner. Then put the replacement guy in as co owner. Then if he is busy or has a rough patch in life at least the team and league don't suffer and he can still play when he has time.

Thanks everyone for your input!
I ended up replacing him 15 minutes before the early game kickoffs, thank goodness. He emailed me back later in the day and he was quite relieved. He went on to tell me that it was probably a good thing as he was going to Vegas this upcoming weekend and then the following weekend leaving for Hawaii for 16 day! His lineup would have been a mess. IMO
