lol I wouldnt call it cheating. In fact I would say that 2 stroke penalty was total bs. He moved 2 yards back... wow...
The masters people told him there was nothing wrong with it before he signed his scorecard. Then Tiger kind of admitted that what he did may have been bending the rules, then a caller called in, then all the sudden the masters people decide Tiger gets a 2 stroke penalty...

The guy on the broadcast (Ian Baker-Finch I think?) was saying that in the PAST it would have been a DQ, but the rules were recently changed and so HE and every "old timer" golfer were just going to have to understand that and the penalty was what they were going to be going with. He said NOW it doesn't have to be a DQ, so the penalty that they gave Woods was enough and that was that.

I think the issue with the penalty is that he DID consult officials before moving the ball two yards back. He wasn't trying to play the advantage, secretly, but he checked if it was legal.
