It shouldn't have counted, yet it should've. They blew the whistle that he was OB, but he was CLEARLY in bounds the whole time. Either you have Panther fans complaining about the refs missing a call. Or you have Washington fans complaining about them not sticking with the wrong call. It's a lose-lose situation for the refs. In the end, it was called a touchdown.

He never stepped out of bounds, but if the whistle is blown the play is dead. And NOTHING after the whistle is blown is reviewable or can be changed.
The refs blew it. But it helped the Panthers so oh well.
