Juggs: Nateball cap money unspent rolls over to next year. So sometimes it's a good idea to only spend half, if you have a ton of contracts expiring next year for instance. But it sounds like the bills perpetually kept 20 mil, which isn't smart of course.

afjagsfan: @jugs, its easy not to interact with jags fans there aren't to many of us. #thestruggle. The team is supported pretty good in Jacksonville, but very few fans out side of the city. Although what jaguars fans you do find are pretty devoted.

Juggs: Meanwhile, his "rebuild" has involved adding almost no outside talent and not developing the players he had. He signed Marks for nothing and got a good starter, and he drafted Telvin Smith. Two hits, and it's too early to say on Bortles.
