The facts: Since 2010, 99.996% (11 in 162000) of alleged perps in killings of any kind have been indicted (It's automatic)
Since 2008, 1.2% of police officers in alleged killings have been indicted (It's impossible)
Since Ferguson, 0 out of 2 officers have been indicted
All an indictment takes is a connection to the crime and a "consideration that a court may find the suspect to be guilty" -cornell law database
This was NOT a trial, just like with Wilson. He was not found innocent, he wasn't even tried.
The video:
This case of manslaughter (I'm calling it that because I can't believe it was intended), is obvious. The dude is yelling, "I can't breathe" over and over again. Even after he's gone limp and his skin in his arms has turned pale, the cop is still trying to cuff him "PUT YOUR ARMS BEHIND YOUR BACK!" The medical coroner declared this a homicide and testified in front of the grand jury, yet no charges will be filed against the officer.

Protests have erupted all around the United States after the announcement last night. I have heard of any violent protests this time, which is a good sign of course. Times Square and Grand Central Station were completely shut down this morning in public protest.

Is there any details on exactly why he wasn't indicted?

I haven't watched the video, but link to the statistics you posted? If they're true, that's just meesed up. The police force, though I defend it when people disrespect a cop they have never met, is seriously screwed up. Most of them don't even know the law. It's funny when they meet a citizen that does. Not to mention I've seen a lot of videos where they beat on and taze people for fun practically well after they are immobilized. They think they're above the law, and they are, cause they get away with whatever. I just ask that people don't disrespect and insult individual officers who they've never met or seen do anything wrong because there are plenty of good cops who do their job right.

That was horrifying to watch. That was horrifying, just fucking horrifying. All of those guys should be fired snd #99 should get a taste of his own medicine. That was excessive force.
This enrages me. It's totally different from the Mike Brown case.

"Pending a full investigation"? There was not even an investigation to be had! That is just terrible.
He shouldn't be charged with murder, because it was not intentional. He should definitely be charged with involuntary manslaughter or something of the fashion..
I wish people there would have helped him out seeing it happen...I know there were 5 cops but...I don't know. I mean look at this.
Obviously there were tons of people there opposed to only several watching that happen. But citizens fully have the right to intervene if cops are doing something like this...right?
